令深水步區露宿者人數在兩年間飆升逾倍，
當中不少是單身綜援受助人，
並因「連?房都租唔起」

被迫天寒地凍仍要露宿街頭，
更不時被政府部門驅趕兼沒收家當。
有關注團體指輪候公屋無期乃露宿者問題癥結，
加上社署租金津貼不足、
民政事務總署又取消宿舍，
令露宿者有增無減，
建議政府檢討資源分配，解決問題。
天寒地凍的深夜，
坐落深水步區南昌街與界限街的廢棄唐樓冷清清，
但行人路卻是露宿者的「避風塘」，
十多名露宿者分別以床褥雜物搭建蝸居，
抵抗寒風。

深水步區露宿者的登記數字於二○一一年十一月為一百八十一名，
但至去年十一月已增至三百六十八名，

社署發言人表示，

其他非政府機構則共提供近四百個宿位，
可為露宿者提供臨時居所。
「這類宿位不會只給露宿者，
而且最多住三個月就要走，
社署給租津就是不夠支付'租金住房錢'，
民政署的(本是政府的)-居住宿位已取消了，
他們最終都係要露宿街頭！」
社區組織協會幹事''吳衞東''指出，
社署所述的宿位只屬臨時性質，
現時公屋一人單位則有逾十萬人輪候，
隨時等候數十年仍然未能上樓。
